Your 2310 cipher does not appear to be meant for me. You say for instance that 11 captains and over, 24 subalterns and 839 rank and file R.G.A. will be sufficient. All that I now have left are 23 British officers, 7 Indian officers and 743 rank and file, including the Hong Kong Singapore Battalion and local commiss- ions. See your 1060 cipher of Octr. 12th, my 38 cipher of Oct. 9t and y 41 cipher of Oct. 13th.
If fixed armament is to be maintained
no reduction in present numbers is possiole.
